Arata and Kei ignore Chief Shimotsuki's orders and pursue the mastermind, Sasagawa, to Ariake Airport, where two unfamiliar men stand in their way: Shinya Kogami and Nobuchika Ginoza of the Ministry of Foreign Affairs.
